Twina Zemira Feliciano

Founder & Executive Director

Twina Zemira Feliciano is the Founder and Executive Director of the Ocasio Feliciano Foundation for Safer Futures, established in honor of her son, Ocasio “CioDaDon” Feliciano. Following the tragic loss of Ocasio to gun violence in 2023, Twina made the courageous decision to transform unimaginable pain into lasting impact by creating an organization dedicated to ensuring every young person has the opportunity to make it home safely.

A respected banker, economic development specialist, and nonprofit leader, Twina has spent more than two decades helping individuals, entrepreneurs, and communities build financial stability and economic opportunity. She has served in leadership roles with major financial institutions and economic development organizations and currently works with entrepreneurs and families to strengthen financial wellbeing and small business success.

As an author, speaker, advocate, and community leader, Twina is committed to advancing youth mentorship, financial literacy, social-emotional learning, violence prevention, and public policy that protects children and strengthens families. Through the Foundation, she is building a legacy that honors Ocasio’s life while inspiring communities across the nation to turn pain into impact for safer futures.

Jaylen Feliciano

Vice Chair & Director

Jaylen Feliciano serves as the Vice Chair and Director for the Ocasio Feliciano Foundation for Safer Futures, where he helps lead outreach efforts, youth engagement, and partnerships that advance the Foundation’s mission.

A proud United States Marine Corps veteran, entrepreneur, husband, and father, Jaylen brings discipline, leadership, and a heart for service to every aspect of the Foundation’s work. Having experienced the devastating loss of his younger brother, Ocasio “CioDaDon” Feliciano, Jaylen is passionate about creating opportunities that help young people discover purpose, build resilience, and make positive choices.

Jaylen represents a new generation of leadership dedicated to strengthening families and empowering youth through mentorship, education, financial literacy, and meaningful connections. His commitment to honoring his brother’s legacy is reflected in his work to build safer communities where every young person is seen, valued, supported, and given the opportunity to thrive.

As both a leader and a father, Jaylen believes that creating safer futures begins with investing in today’s youth and inspiring them to become tomorrow’s leaders.
